Special interests, party division, lobbyists, scandals, filibustering equals an inactive congress. Such inaction jeopardizes each citizens ability to have a timely, fair and just remedy to issues of national and international concern, that affect each citizen as well as peoples nationally and internationally.

The people must be able to directly make law without a prior and direct act of congress to preserve the ability to promote the prosperity of the citizens.
When Government bodies, entities and their officers have become the very vehicles for constitutional and moral turpitude, the citizens must act in accordance to their right to redress, petition and make law.

Such petition will enable the citizens through a direct vote on a general petition, to pass legislature and enact legislature as to law and amendment without a prior and direct act of congress.

OVERVIEW: Any voting Citizen of the United States may petition through general petition for a general petition to become law within that State; and/or amendment to the Constitution through ratification and 2/3rds majority votes of the States.

The general petition shall be voted on by a direct vote of the people and may be enacted into law without a prior and direct act of congress.
The general petition may include electronic signatures of the voting citizens as a verified signature.

PETITION:
Any general petition brought by a US citizen who is currently a resident of the United States and has resided in the United States for a period of seven (7) years or more may request a "direct vote - special election" on his/her general petition.

Any general petition may be enacted into law and may serve as an amendment to the constitution by such measures:
As to each state:
Each petitioner may use the current petition process or
Each petitioner may request a "direct vote-special election" on his/her general petition.
Each general petition must have a minimum of 1/3 of the voting citizens signatures, prior to each "direct vote -special election request". The signatures must be attached to the general petition and presented to the local governor for review and verification.
The voters signatures may be either written and attached or electronic signatures via the internet. If by electronic signatures all citizens signatures must be printed and attached to the copy of the original general petition for review.

The signatures may be both written and electronic signatures combined.
All electronic signatures must be verified by first and last name, as well as email address.
If offering the general petition signatures by mail then general mailing rules apply.
In no case shall the governor take more than 45 days for review of the general petition signatures.
The general petition shall be placed on the next available ballot for passage or:
The petitioner may call for a "direct-vote special election". The "direct-vote special election" may be scheduled within 15 days of the offering of the verification of the general petition signatures and up to one year from the last date for verification review. The direct vote-special election may commence after 46 days from the petition verification offering date or 51 days if by mailing.

The petitioner setting a "direct vote- special election" must comply with all current voting standards and the governors office will make all resources available to the petitioner and cooperate with the petitioner to assist the petitioner in the voting process, procedures and compliance's.
The governor's office shall make known all rules and procedures to the petitioner in written form within (5) days of the receipt of the general petition and signatures or earlier upon written requet of the petitioner.
Such general petition passed by a "direct-vote special election" or through the current ballot process, that receives 2/3rds or more of the vote of the citizens, will become the law of each State as by congress without a prior and direct act of congress.
Each general petition that meets the requirement for a "direct vote- special election" and/or ballot and passes with a 2/3rds majority vote of the voting citizens shall be deemed a majority vote of the citizens of that State and shall become the law of that State.
Each general petition that passes by a 2/3rds majority vote or more will be counted as a State vote towards an amendment and/or ratification as to all States.
Any general petition that is offered to each State in the same content and writing's as another State and is passed by the voting citizens of that State by 2/3rds majority, either by ballot or by "direct-vote- special election" of that State, shall be known as a vote of that States citizens for the purpose of amendment and/or ratification.
When a 2/3rds majority of States have passed the same general petition by a 2/3rds majority vote of each individual States citizens either by ballot or direct "vote- special election", the general petition shall act as an amendment to the constitution, shall be enacted into law and shall be ratified by all States.
Such a general petition that has passed by a 2/3rds majority vote of the citizens shall be received by each States Senators and passed by each States senators respectively by a forced quorum within (5) days of receipt of the general petition.
In no case will the Senate over-ride a direct vote- special election petition or general petition that has passed by a 2/3rds majority vote of that States voting citizens.
As to Veto:
In the event of a Presidential veto the citizens shall vote by direct vote of the citizens to override such veto by a "direct-vote special veto election".
The President must call a direct vote special election for veto. The "direct vote- special election" shall be scheduled within (5) days of the veto date and commence within 15-30 days of the veto date.
If the general petition passes wtih a 2/3rds majority vote of the States voting citizen with 2/3rds majority of the States passing that general petition on a "direct vote- special veto election, then the Presidential veto wil be null and void.
If the general petition does not pass with a 2/3rds majoirty of the voting citizens per State with 2/3rds of the States passing the general petition the petition will not become law and may not be used for amendment or ratification.
Should a general petition pass on a majority vote and not meet the 2/3rds majority threshold of that State the same petition may be offered again for passage by a 2/3rds majority vote for the purpose of amendment and/or ratification.
The petitioner may offer the same general petition for passage year after year until passage.
*For all intents and purposes a voting citizen is known as a registered voting citizen of their respective State.
*2/3rds of the voting citizens is defined as:
2/3rds of the registered voting citizens of that State. Calculating the 2/3rds: RVC ( registered voting citizens) % x 2/3 = P or Any calculation of the RVC registered voting citizens must be at a minimum of 1/3rd of the possible voting citizens of that State.
