Republic of the Philippines Sangguniang Kabataan
"Petition to amend Section 3 of the ratified House bill 4933 and Senate Bill 1043"

WHEREAS, Section 3 of the ratified HB 4933 and SB 1043 states that "Hold Over- Until their successors shall have been duly elected and qualified, all incumbent barangay and sangguniang kabataan officials shall remain in office, unless sooner removed or suspended for cause: Provided, That barangay and sangguniang kabataan officials who are ex officio members of the sangguniang bayan, sangguniang panlungsod, or sangguniang panlalawigan , as the case may be , shall continue to serve as much as members of the sanggunian concerned until the next barangay and sangguniang kabataan election";

WHEREAS, majority of the ex-officio representatives of the Sangguniang Kabataan to the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan are non-functional;

WHEREAS, it is necessary to elect new ex-officio representatives to the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan to create the radical change that the youth expect in their respective Municipalities, Cities, and Provinces; WHEREAS, we believe that if they deserve to stay in power and in position, their respective colleagues shall reelect them into their posts as exofficio members of the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan of various Provinces throughout the Republic of the Philippines;

Resolved, to petition to the President of the Philippines to veto the ratified bills;

Resolved, to petition to amend Section 3 as follows:
"Until their successors shall have been duly elected and qualified, all incumbent barangay and sangguniang kabataan officials shall remain in office, unless sooner removed or suspended for cause: Provided, That barangay and sangguniang kabataan officials who are ex officio members of the sangguniang bayan, sangguniang panlungsod, or sangguniang panlalawigan shall continue to serve as such members in the sanggunian concerned until June 30, 2020. The Liga ng mga Barangay and the Pederasyon ng Sangguniang Kabataan at the municipal, city, and provincial levels shall, not later than June 30, 2020, conduct election for ex officio positions in the sanggunian."

Resolved further, to send a copy of this to His Excellency, the President of the Philippines, Rodrigo Roa Duterte;
