Sargent Howarth was the one person who created the JROTC program at Schenectady High School. He filled out all of the papers and made the preprations to get the program started. He was then removed from Schenectady High School.
We, the undersigned, call on the Schechenectady Board of Education to bring Sargent Howarth back into Schenectady High School as a teacher for the Air Force JROTC program.
