It has been recorded that up to 10 million healthy dogs are killed in the U.S. each year by way of euthanasia. These dogs have no health issues but are still put to death only because there are not enough homes for so many of these dogs.

The reason behind all of these unwanted dogs is due to what many refer to as “backyard breeders”. “Backyard breeders” are defined as average pet owners that breed their own dogs.

Many people that do this have only one thing in mind; profit. These people do not give their puppies the proper care they should receive, but are still allowed to sell these puppies. This does not only hurt the puppies but also the people who buy the puppies.

Many times a person who buys a “backyard breeder” puppy ends up with a dead dog in a short amount of time, and a lot of time they are not able to receive a refund because they have no contact information from the breeder.

We, the undersigned, call on the United States Federal Government to put an end to the breeding and/or selling of dogs from anyone without a breeder's license.

Someone without a breeder's license would be required to buy a dog that was spayed or neutered, and someone with a breeder's license would be required to submit documentation proving that all the dogs they sell to people without breeder's licenses are spayed or neutered.

Also, anyone selling a dog must prove that all dogs sold are current on all vaccinations.
