The Congress of the United States of America is hereby petitioned to enact a "Federal Employees Secure Pay Act" (FESPA). The freezing of federal employee wages used as a tool for political objectives as is presently underway and the to-date inability of Congress to resolve the situation is the prompt for this Act. Once FESPA is enacted it will be a deterrent to politics seeking to use Federal Workers as a pawn to achieve political desires. The initial "seed" funding of this buffer must come from the USA Treasury; but if this is done through an interest bearing account such as a Federally Insured Money Market accruing interest above and beyond what is needed to provide the buffer can be used to refund the seed funding, Once established maintenance funding could be drawn by contributions from the budget of the contracting agency hiring the employees, perhaps matched by contributions from employee wages as happens now in the commercial arena with union jobs in the event of layoffs or a strike.

The Congress of the United States of America is hereby petitioned to enact a "Federal Employees Secure Pay Act" (FESPA), to establish a pool of funding to be used as a buffer for Federal Employee Wages in the result of actions affecting those wages for a minimal period of six months to one year. While this Act specifically addresses the needs of Federal Workers, Contractors and Sub-Contractors may be included provided they contribute to the FESPA pool on behalf of their own employees.
