Dulaney Valley Improvement Association (DVIA) has been a residential community since the mid 1950's. DVIA has tree lined streets and sidewalks to allow neighbors and their children to stroll along and get to know one another.
A new to the neighborhood resident, Haixia Chen Diggs bought 226 Meadowvale Road on April 18, 2017. The first of July she applied for a zoning variance to place a large family home day care center with 12 kids at this address.
A large family home day care center is considered by the state licensing agency and Care.com to be a commercial property. Haixia is seeking to get this property zoned as a business in a residential neighborhood.

We, the undersigned, request the Administrative Law Judge to DENY the Variance for Case No. 2017-0320-SPHA. This would DENY a Class A Group Child Care Center to be located at 226 Meadowvale Road. The denial would preserve the residential use of the DVIA community residents. The denial would minimize the amount of additional traffic in the neighborhood especially on Meadowvale which is a street not suited for excess traffic.
The denial would help to ensure the safety of the children in the neighborhood.
The street is currently dangerous with excess traffic making turnarounds from missing the beltway and for the Hampton Elementary parents who use our street as a bypass at dismissal.
