In response to Amazon's new 10% bonus rule, a number of Kindle Unlimited scammers have renamed their stuffed books “collections”. These people continue to publish duplicate content, use illegal methods to get reviews, encourage KU subscribers to flip to the last page even if they've already read the bonus books, etc. They continue stealing from those who play by the rules.

Lowering the KU payout to 1000 pages seems at this point the only way to make them stop. It does not require additional programming or hiring staff to oversee / audit the uploaded books. It may not be the best solution, but it would be easy to implement.

Lowering the payout cap would slash the scammers’ margins (they would make $4.5 on a borrow instead of $13). At $0.99 a book, they make next to nothing on sales while spending huge amounts on Facebook ads. The new cap would make the stuffing strategy unsustainable as a business model.

We, the undersigned, call on Amazon to lower the Kindle Unlimited payout to 1000 pages as a quick solution to the KU scamming problem.
