Most of the town have dogs and there is nowhere in town that is safe and fenced in to play. If Napanee had a dog park it would benefit by having the dogs off the street where all the cars, rollerbladers, and bikers could harm the dog, bikers, or both.
It would also make sure the dogs are all safe in a fenced in area so they can get their daily physical exercise as well as come in contact with other dogs which will help with their attitudes towards other dogs in general.
