Petition Background (Preamble):
Free travel was created for under-11's in January 2004, under-16's in September 2005 and under-18's in full time education in Septermber 2006 by London's Mayor, Ken Livingstone.
Since its creation, crime on London's transport network has risen considerably.
Since it's introduction, staff and passenger assaults, both verbal and physical have frequently been reported across London's media as have crimes of anti-social behaviour, vandalism and graffitti.
The time has now come to call upon the Mayor for the abolition of free travel for these individuals and stop them using our transport services as mobile youth clubs.
