Richard Chang was a happy family man with a wife and 2 teenage children when he died tragically on 13th July 2004. He was a senior Risk Business analyst. The incident took place inside the Abbey National bank headquarters about 1.45pm, shortly after being deceived by Abbey management and interrogated by Kroll (corporate detectives) for two and a half hours due to a whistle blowing document that was sent to Abbey Management.

Kroll were brought into investigate the authors of the anonymous documents that had been distributed to Senior Directors at Abbey National bank, alleging financial corruption, fraud sexual impropriety. The document related to appointments made by Abbey management of external consultants, the Buttonwood Tree Consultants. Richard was secretly taped with no right to legal representation. The Coroner refused to allow the tape to be played at the Inquest as this would have demonstrated that Richard was subjected to consistent hectoring and misleading question.

Shortly after a 3 hour interrogating interview, Richard is said to have jumped to his death from the 5th floor of Abbey's headquarters.

The Police have concluded that the death was a suicide. The decision was based on the comments of Abbey National and Kroll investigators rather than objective facts of a full Police investigation.

The Police have failed to follow procedures to preserve evidence. The Jury panel at the inquest resulted in a verdict of suicide, influenced by the Coroner and a one sided hearing. The Chang family were not allowed to call more witnesses. The Chang family are at a vital stage of their investigation into the circumstances surrounding the death of Richard Chang.

We believe the Metropolitan Police Service are refusing to disclose vital evidence that will show that:
1. Richard Chang was unfairly selected for interrogation.
2. Richard Chang was not a threat to security. This was a false pretext by Abbey management to interview him without warning and without the right to be accompanied by legal representative. He was therefore deprived of his human rights and employment rights.
3. Abbey National have no evidence to justify the extreme measures they took in the way they treated Richard before and during the interrogation.
4. The Metropolitan Police have not done a proper and thorough investigation.
5. The Metropolitan Police have not released the information which was requested January 2006 to prevent a police complaint proceeding.

We the undersigned request a public inquiry into:

1(a) The circumstances surrounding the death of Richard Chang at Abbey National plc headquarters on 13th July 2004
(b) The conduct of the investigation by the Metropolitan Police into the unusual circumstances surrounding the death of Richard Chang who fell from the fifth floor balcony to his death on the ground level at the head office of Abbey National Bank.
