The contracts in the past between SCJFS and Stark County Childcare Providers has givin SCJFS and the SCAO the right to withhold reimbursing the providers for up to 45 days after billing has been submited to SCJFS. That is a time frame of 6.4 weeks between paychecks for the provider.
Now we the providers are under guidelines of training, utilities, hours, equipment, supplies through SCJFS. Plus we have our own families responsibilities. And when you put 6.3 weeks without an income, guidelines and responsibilities are not always met on time, causing out of compliance write ups and late penalties.
All the providers have asked themselves at on time or another, How would the county workers feel to be forced to go up to 6.4 weeks without a check? Providers have monthly obligations, monthly as in every 30 days, not 6.4 weeks.
We, the undersigned, call on Stark County Job and Family Services and the Stark County Auditors Office to change the reimbursement policy. We would like to see this policy changed to a time frame that is suitable for all parties. We the providers feel that a time frame of 15 Days after claims are submitted to SCJFS the provider should have their reimbursement.
