This policy comes before Winnipeg's Public Works Committee on Tuesday, Oct. 3 where several have said they feel it will pass. It will then require approval from the Executive Policy Committee and Council later in October.

In this policy there is a $50 fee which one report said is annual but then another says it will come quarterly on your water bill?

Regardless we already pay taxes that have always covered garbage pick up and even recycling. Any expansion of recycling should come from the taxes we already pay. This is simply a tax grab that can not be called a user fee when everyone is forced to participate. Further more the $50 fee is to pay for expansions to the recycling program such as four new "resource-recovery centers".

This would lead one to believe once these extra recycling depots are built the money is then put back in to general revenue and never discontinued after it's purpose is full filled? Or is this a new permanent tax that we can look forward to further rate hikes in it as the program grows? It seems the facts are the city is looking for new revenue streams and they are wanting to bill you for services you already pay them for. Tell them NO!!

We the undersigned are hereby requesting Winnipeg's Executive Policy Committee reject this policy and any amendments that call for annual, quarterly or any similar payments be made by the citizens of Winnipeg for services such as garbage pick up or recycling programs.
