There is an increasing body of evidence that there has been a spurt in crime that is committed by juvenile offenders, and the police action in these cases is either appalling or non existent.
Even if they are brought to justice they are left with a plain warning and without any penalty for their crimes, on the basis that they are juvenile.
This is having a very negative impact on the civil liberties of law abiding citizens who are living in constant fear of these juvenile offenders who are getting increasingly involved in antisocial behavior.
We therefore ask the House of Representatives to:
[1] Improve policing by allowing more police detectives in plain clothes provide vigilance in public places;
[2] [a] Reduce the benefits of parents or legal guardian of juvenile offenders by 10% for the first offence;
[b] Reduce the benefits of their parents or legal guardian of juvenile offenders by 25% for the second offence;
[c] Reduce the benefits of parents or legal guardian of juvenile offenders by 50% for the third offence;
[d] Reduce the benefits of parents or legal guardian of juvenile offenders by 100% for any subsequent offence;
for a minimum period of 6 months.
[3] Alternately where the parents or legal guardian of a juvenile offender is not on benefits, they should be fined by an equivalent amount to the scale that has been stated above in [2] [a,b,c &d].
