This petition is to generate support for the access track at Kiln Clough Farm.
As current owner of Kiln Clough farm we took the decision during the summer of 2016 to carry out repair and maintenance to a track that runs through the farm connecting Helmshore Rd to our farm house located in Lumb Village, Irwell Vale. The lane also services 2 agricultural buildings situated along its length.
I carried out the above work without applying for planning permission as the work required was merely repair and maintenance to a long established track. 3 months after completion a member of the councils planning enforcement team visited our farm and served us with an enforcement notice demanding i remove the track and all associated works. After months off discussions and meetings with the council they will still not accept that the work done is allowed under permitted development (despite several land specialists and barristers assuring me it is). As such the issue will be being looked at by a government planning inspector on the 16th of January 2018 with a decision being made the same day. Anyone reading this who is familiar with Helmshore will know that the lane brings many benefits to the area and it would be ludicrous to remove it. Please sign this petition as a way of showing your support.

I, the undersigned, write to express my support for the retention of the tar macadam surface to the lane running between Helmshore Road and Lumb Village. I understand that Rossendale Council is taking planning enforcement action (Enforcement Notice ref: 132/2016/ENF) to have the works done to the lane removed including the tarmacadam surface. I disagree with this action on the Council's part. The new surface is superior to the previous condition of the lane and creates a safe access to the village both on foot and in emergency by road. The village of Lumb is in an isolated location and at times of flood can be cut off when the main access via the Irwell bridges is not usable.
Mr Tim Vines has appealed against the Council's action and as part of his appeal he has offered to agree to a condition requiring that the lane in his ownership be opened to public use whenever the access to the village of Lumb via the Irwell bridge is impassable due to flooding.
I agree that this is an important emergency access for the village and support Mr Vines in his application on the basis that it will secure this improved access in times of flooding.
