Fatal accidents on our nation's highways are consistently between 30,000 and 40,000 deaths per year. Most accidents involve driver error, such as tailgating, speeding, "drafting" to save fuel, and generally unsafe driving around tractor trailers.

Driver education is identified by the Federal Highway Safety Administration as one of four key factors that can reduce fatalities. Mass media public service awareness advertising can effectively reach more drivers than any other communications medium.

Hence, the following petition urges Federal transportation and Federal Communication Commission authorities to coordinate to both set aside and to use 3 percent of all mass media communications airtime to educate drivers about the dangers of tailgating, speeding and unsafe driving around tractor trailers in an effort to reduce preventable highway deaths and economic losses.

We the undersigned call upon the Federal Communications Commission to require any television and radio network with one million or more viewers to set aside 3 percent of their prime time airtime, as a condition of their licensing, for use by the Federal Highway Safety Administration to promote safe driving with educational programing that illustrates the dangers of speeding, tailgating, "drafting" and unsafe driving around tractor trailers.
