The United States Currently Has over 700,000 Licensed Amateur radio Operators and of that number over 3/4 are Members of Amateur radio Emergency Services and Radio Amateur Civil Emergency Services.
They have Proven to be a valuable asset in times of disaster but have no authority vested in their Position.
We The Undersigned call Upon the Director of the DOJ to enact the following :
1) Allow ARES / RACES Members to Become Volunteer Special officers with limited Authority related to Emergency Communications Operations with Federal Jurisdiction Under the Department of homeland Security.
2) Provide for the formation of a Federal Program that Institutes the Principals of the Neighborhood Watch or Volunteer Patrol force.
3) Establish Reasonable guidelines for the training of the members of the unit.
