Having a legally protected, crime-help line available for anyone to use (anonymously), is like offering a condemned criminal a last wish - before - he or she has committed the crime!
The help line must be staffed by trained Advisers/negotiators. Any Adviser/negotiator must be protected, from any legal or private prosecution, for refusing to reveal any information, about any caller or any past or intended crime - whether it be to the police or past or intended victim/s.
The alternative is to allow a potential criminal to be in denial.
