Properties within said area are zoned for single dwelling residential units (R2) not apartments (AO). This is a Residential neighborhood.
1. New residential homes have been built near (within a one mile radius and some less than 1000 feet), from said property to be rezoned for the usage of multi dwelling units (apartments) within the last 6 months to 3 years.
2. The community within the neighborhood have already seen a decrease in their property value due to the weakened and unstable economy; an apartment complex would decrease the value of homes even more. (supported by an appraisal conducted in April 2008 on property located at 1307 19th Avenue). Also, tax assessments that are sent to all property owners yearly for computation of property taxes shows value of home.
3. This small quiet neighborhood consists of established hard working family oriented and elderly residents.
4. Over the last year, this neighborhood has experienced a higher crime volume due to residents from an already established apartment complex located on Ingersoll Drive.
We, the undersigned, call on, The City of Phenix City, Russell County and City Planners to stop the rezoning of 16th Avenue and 13th Place from present zoning R2 (Residential) to proposed zoning AO (Apartment) for the purpose of building, constructing, developing or usage of said property as apartment complexes or duplexes.
