stop Murphy from raptor 13 harassing me and other people

constable Murphy aka raptor 13 has been constantly harassing myself and other innocent people including a 14 yr old boy.
Hes got some cases against him but hes still out the harassing by defecting auto mobiles and bikes with made up defects he also seems to fine people with fines strangely enough adding up to 13 points .
ok if the law was being broken but not for no reason at all
so let's put a stop to this as the police should be protecting our civilians instead of harassing
