Motion C1.4 Cr Zannino
“That the City of Swan request the Minister for Transport; Planning and Ports; the Honourable Rita Saffioti, to ensure that –
1. A Review of the 2018 MRA Amendment 1313/14 Decision regarding the Realignment of the National Rail Freight Route, as currently proposed, is undertaken as a matter of urgency to alleviate traffic problems evident in the Town of Midland.
2. The Review reconsider the impact on the overall Vehicular Traffic Flows now occurring in Midland and planned.
3. Due consideration is given to a potential realignment of the National Rail Freight Route to a position east of the Roe Hwy, and the housing development within the Shire of Mundaring, so that disruption to all areas south of the existing rail route are fully considered, including the new growth areas that have emerged south of the current rail route, and were not included/foreseen in the earlier inputs to the 2018 Amendment Decision.
4. Recognition is given to these requests by the City of Swan is part of the City’s desire to address the historically long-standing problems associated with Traffic Flows within the Midland Town and Guildford in serving the multiple interests of a successful Metropolitan Centre. ”

We the undersigned residents of Bellevue and surrounds, urge Councillors to reject motion C1.4; because if passed will create years of uncertainty for residents and owners whose properties are affected by the suggested alternate national freight rail routes. Demolition of Bellevue homes or freight line through the new Robinson Grove development is unacceptable. It seems this motion is politically motivated, driven by a lobbyist; who will then lobby the Minister if successful with Council. Although the re-alignment project is long term, this dangerous motion is not in the best interests of the community you are representing. Supporting this motion would be supporting the destruction of Bellevue residential areas with further industrial use in direct conflict with the Bellevue East Land Use Study adopted by Council in 2013. Community consensus is that the freight line is NOT the major cause of Midland traffic issues.
