On 28th May 2013, Moonee Valley City Councillors voted to implement a range of traffic measures in Flemington. Most of these measures received support from the local community however the trial partial road closures did not.

Facts regarding the traffic study and the residents survey:

1. 62 to 64% of residents who responded voted NO to the proposed trial of partial road closures (only 33% supported both East and West closures).

2. The council’s own traffic engineers recommended to "abandon" the trial citing local concerns about the level of accessibility and low levels of community support.

3. Council traffic engineers presented an alternative Traffic Management Plan at the Council meeting which was rejected by Councillors. This included a series of raised pedestrian treatments at streets intersecting with Kent Street and Racecourse Road and a one way slow point in Princes Street. Council has also agreed to address issues regarding the roundabouts and pedestrian safety in Wellington Street (MVCC Traffic Engineers Report).

4. Partial road closures would make it "likely that existing problems would simply be moved to alternative locations throughout the local area" (Traffix Group report).

5. A comparison of traffic survey data indicates that traffic volumes throughout the local area have not significantly changed over 10 years but speeds have generally been reduced due to treatments such as speed humps (MVCC Traffic Engineers Report).

We, the undersigned, call on Moonee Valley City Council to abandon the proposed trial of partial road closures on 3 grounds:

1) The majority of residents who responded to the traffic survey in late 2012 did not support the introduction of this trial.

2) The report from the MVCC Senior Traffic Engineer recommended to abandon the trial road closures. The report from professional traffic consultants Traffix Group recommended not to proceed with partial road closures due to issues of reduced accessibility, the likelihood of increased queues at signalised intersections and the likelihood of traffic being diverted to other streets within the local area.

3) Prior to making this decision, Councillors did not analyse the probable effects on streets in the broader local area and did not set clear criteria and objectives for measuring the outcome of this trial.
