COVID-19 is a novel virus that initially infected a human sometime in December of 2019 in Wuhan, China and has since swiftly and rapidly spread across the globe (except Antarctica) in fewer than 100 days. According to John Hopkins University and Medicine Coronavirus Resource Center, as of March 23, 2020 there are a total of 372,563 confirmed cases with 16,381 deaths worldwide. According to a cohort study in the New England Journal of Medicine (2020, January 29) and a modeling study in the Lancet (2020, January 29) from data gathered in Wuhan, China, COVID-19 has a mean incubation time of 5.2 days, with each case estimated to transmit to a mean of 2.2 people and a doubling time of 6.4 days.

The shocking speed at which the virus spreads is the driving force behind the shelter-in-place or stay-at-home mandates in the following states: Michigan, Massachusetts, Indiana, Delaware, Louisiana, Ohio, California, New York, Illinois, Connecticut, Oregon, and New Jersey. WHY NOT Washington State?

Dear Gov. Inslee,

Allow me to briefly introduce myself. I am a Registered Nurse with 14 years of acute care experience, a BA, and I am 16 weeks away from holding my Masters of Science in Nursing as a Family Nurse Practitioner. I have been following the COVID-19 virus as it develops.

I live in Burlington, Skagit County. I have made Skagit County my home for 31 years. The people of the Valley, I feel, are the responsibility of those like myself, who have the benefit of awareness through education and training.

It is because I believe my fellow community members are partly my responsibility, that I write to you. I implore you to educate yourself on the behaviors of the people in ALL areas of the state. I work in Whatcom County, but I conduct my activities of day-to-day life in Skagit County. The following applies to both counties.

The general public is in NO way heeding the advice from you, or the experts, that are speaking out and educating about COVID-19. For example: I had not been to a public location in 8 days, but this weekend I went to 2 local grocers for my elderly grandmother and parents. The behavior of the general public was absolutely astonishing. I was shocked to find a complete disregard for social distancing of any sort. Not only were the people behaving irresponsibly, but, as far as I could tell, the only business conducting activities in an ethical manner by honoring social distancing was Costco. Costco was manning the door into the store as well as washing the carts. Effectively, limiting the spread of COVID-19 by allowing a reduced number of shoppers in the store at one time to respect social distancing, as well as providing sanitized carts. NOT ONE OTHER STORE was manning the doors or monitoring the numbers of people going in at one time. One of the stores did not offer sanitizer at the self-checkout stands. Likewise, the sanitizing wipes for the carts were located INSIDE the store while the carts were OUTSIDE. Once in the stores, shoppers were stacked on top of one other, mere feet, and oftentimes fewer than 3-4 feet from each other. The checkout lines were atrocious; a highly crowded area housing well over 50 people crowded together at the front of the store, all waiting to checkout.

Please, I implore you, put a stop to this lack of consideration for safety and dangerous behaviors. Command residences to stay at home.
