SIM23/SIM24 express bus commuters on the South Shore of Staten Island endured poor express bus service under former private operators for years and have been extremely vocal about the need for immediate improvements. Staten Island elected officials successfully advocated to have The Metropolitan Transportation Authority (MTA) assume full control over the aforementioned lines, with the new service commencing Jan. 3, 2022. Since the takeover, riders on both the SIM23 and SIM24 lines have bemoaned inadequate service, citing ongoing overcrowding conditions, both during the AM and PM rush hour periods. While the MTA has added service to said lines, the scheduled frequencies are still some of the poorest in the entire Staten Island SIM express bus network. Furthermore, these South Shore commuters endure some of the longest travel times not only in New York City, but in the entire country, yet have extremely limited public transit options into and out of Manhattan.

We, the undersigned, are requesting the following:

1. Increased spans and frequencies to both the AM & PM SIM23/SIM24 schedules that mitigate excessive overcrowding and wait times, and facilitate travel to and from the South Shore of Staten Island.
2. That all express bus fleet utilized on the SIM23/SIM24 lines have the "Seat Occupancy Counter" feature installed to allow commuters of said lines to monitor crowding conditions in real-time via the MTA BusTime website to ensure punctual express bus service.
