BACKGROUND: THE CHANGES — 2016 Outline Planning vs RM/2026/2 Reserved Matters
In April 2016, outline planning permission (Ref: 46C427K) was granted for Penrhos Coastal Park, approving a leisure village across three sites, Penrhos, Cae Glas, and Kingsland. The original proposal was for up to 500 holiday units, with clear commitments set out in the planning permission and Section 106 Agreement. These included 29 hectares (approx 75 acres) of publicly accessible land within Penrhos, managed walkways, woodland, ponds, picnic areas, sculpture trails, boardwalks, and visitor facilities, all promised to remain open to everyone. The original parking provision was set at 600 spaces, with lodges spread evenly across the site, preserving significant areas of woodland and green space.
The new Reserved Matters application, RM/2026/2, fundamentally alters this agreement in ways that cannot be described as minor adjustments. The changes are substantial, material, and in many cases directly contradict what was originally approved:

The changes from the original 2016 Outline Planning Permission to these Reserved Matters are significant and substantial. They are not minor adjustments, they fundamentally alter what was originally agreed.
