We, the business owners and employees of the Westhampton area, recognize the Libbie & Grove village as a unique community surrounded by residential neighborhoods and shaped by its businesses and architecture.

We welcome enhancements to the neighborhood and support growth that contributes to the community’s prosperity and welfare. While we appreciate the work of the Westhampton Merchants Association to influence the commercial growth of the area, we respectfully disagree with any approach that encourages building at heights beyond 28'.

The City of Richmond has a long established zoning law to protect the village and its neighbors. The law limits the height of buildings in the village to 28 feet in order to preserve the small scale character and appeal of the Libbie & Grove district.

The use of special use permits to circumvent the zoning law is bad public policy and will irreparably harm the scale and character of the neighborhood.

We, the undersigned, support the commercial health of our business community WITHIN the existing zoning and urge the City of Richmond’s Planning Staff, Planning Commission, Councilman Baliles, and City Council to help us maintain the scale and character of our commercial district by denying Westhampton LLC’s application for a special use permit to exceed zoning building height requirements.
