Being on the Internet Is a privileged not a right. And when we, as Kids, Teenagers and Parents run Into someone online who Is a "pervert", we make sure we stay away from these people.
But with the ever driven "Web-cam chat" websites becoming more available daily we continue to run into these types of people.
These people usually are:
Naked, Masturbating, Playing a pornography video as their video source (Instead of them), Hosting an Image of an Adult Website with Pornography (spam, advertising illegally) or what we call "Flashers".
Flashers are people who appear normal and then out of no where they display their private parts and laugh.
It is hard to determine who these people are, more-so to make a web-site such as www.omegle.com do anything about it. But I, OmegleWarden (www.omeglewarden.weebly.com), actively hunt down Internet Predators. I legally collect their:
IP, Internet Service Provider, Location (Geo), City, State, Zip Code..
With people like me we could put a dent in the amount of online-perverts on the Internet.
We, the people who have signed this petition, call upon the United States Congress, The United States Government and The United States Government's Ability to access records of people online:
To do the following:
0: Without breaking any lawful means of capturing Information the above Author, white-hats and assigned personnel may participate In said activity below:
1: Create a pass-worded, Secure, Encrypted Website where people such as the author of this petition may "Login, Post an IP address, Post a reason behind said post".
2: Allow this website to "boot" or "Kick" said IP off the Internet, no matter what provider as long as It is not a proxy, VPN or a Company (Residential IPs only).
3: Allow the said allowed people (Including the author) to set a time-frame, and a message to the IP when they attempt to connect to the Internet - On any webpage, of no longer than 60 minutes with a message stating why they have been knocked off the Internet.
4: Allow this website to Deny Multiple additions of the same IP - Therefore making sure the IP may only be listed 1 time per 24 hours.
5: Allow this website to contact the Internet Service Provider with details about the situation.
6: Allow this website to document records of the posted data from the author, and allowed persons.
7: Allow this website to deny the blocking of people it deems should not be blocked - Only by set parameters and checks of IP Information.
8: Allow this website to Instantly blacklist the IPs, If need be.

Create a website to where Internet Experts, White-Hats, and Security Professionals and the Author of this petition may "Punish people for no more than 1 hour per day for crimes against society, breaking terms of service in a sexual, harassing or terrorist manor. However only with proof that said Individual has done these things.
