REPUBLIC OF ZAMBOANGA WAS NOT PART OF THE PHILIPPINE REPUBLIC UNDER THE DECLARATION OF PHILIPPINE REVOLUTIONARY GOVERNMENT OF EMILIO AGUINALDO

That Presidente Aguinaldo acknowledged that his Filipino revolutionary government based in Bacoor, Cavite never controlled the Bangsamoro Sultanates of Magindanaw and Sulu and not a single community in Mindanao. In his diplomatic note for foreign governments dated August 6, 1898 or exactly two months after he proclaimed Philippine independence, Aguinaldo appealed for recognition of his Filipino government that ruled only in 14 provinces, all in Luzon. This letter proves that the Bangsamoro people were really not part of the Aguinaldo-led Gobierno Revolucionario Filipino and consequently of the centennial celebration. Full text of his letter follows:

Bacoor, August 6th, 1898
To Foreign Governments:

Upon the establishment of the Revolutionary Government of the Philippines, it explained by means of its message of the 23rd of June last, the true cause of the Philippine Revolution, proving and making it evident that this popular movement is in accordance with the laws which regulates the life of a country that aspires to make progress and reach perfection by the only possible course-Liberty.

The revolution rules actually in Cavite, Batangas, Mindoro, Tayabas, Laguna, Morong, Bulacan, Bataan, Pampanga, Nueva Ecija, Tarlac, Pangasinan, La Union, Infanta and Zambales and besieges the capital, Manila. The most perfect order and tranquility reign in these provinces, governed by authorities elected by the same in conformity with the organic decree dated June 18th and 23rd last.
Moreover, the revolution has about 9,000 prisoners of war who are treated according to the usages of civilized warfare and humanitarian principles and it disposes on a war footing of more than 30,000 men organized as a regular army.
Hence the chiefs of the towns each of the aforesaid provinces, interpreting the sentiments of those who elected them, have proclaimed the independence of the Philippines, and they request that the revolutionary government entreat the foreign governments to recognized our belligerency and independence, assuring them that the Philippine nation has already arrived at the stage where it can and should govern itself. This is the tenor of the attached document signed by the said chiefs.

For which reason, the undersigned, availing himself of the powers vested in him as President of the Revolutionary Government of the Philippines, in the name and on behalf of the Philippine nation implores the aid of all the powers of the civilized world begging them fervently to formally recognize the belligerency of the revolutionary and the independence of the Philippines; since they are arms destined by Providence to maintain the balance between nations upholding the weak ones and checking the ambition of the strong; in order that thus perfect justice may be realized and shine forth upon the infinite progress of humanity.

SINCE, 1935 THE PHILIPPINES REJECT AND IGNORED IN THEIR CONSTITUTION THE INHERENT RIGHTS OF THE TRIBAL GOVERNMENT OF THE LUMAD AND THE SULTANATE OF THE MUSLIMS.

THE REPUBLIC OF THE PHILIPPINES UNTIL NOW, DISREGARDED THE RIGHTS OF THE LUMAD PEOPLE, AND WERE DEPRIVED FROM THEIR INHERENT RIGHTS TO SELF-GOVERNANCE FOR DEVELOPMENT AND PROGRESS.

RESTORE THE REPUBLIC OF ZAMBOANGA INTO REPUBLIC OF ZAMBOANGA SUBANEN.
