A law was passed in 2007 that gave the town of Kannapolis the unique right to annex property outside the normal three mile limit, that was in effect for North Carolina as a whole. This was done over the objections of the surrounding residents.

Since then, about 70 acres in the Odell community have been annexed by Kannapolis and zoned to allow an industrial park to be built. Nothing has been built yet.

Our area in Northwest Cabarrus county consists of farms and low density houses. We rely on wells for water and septic tanks for sewage. There is no public transportation. We have protested this development every step of the way for close to ten years.

Development is necessary for economic growth, but not at the expense of destroying the countryside. There are places in Kannapolis' contiguous limits where an industrial park would be more suitable, with all infrastructure already in place.

We, the undersigned, call on the North Carolina Legislature to repeal retrospectively the law that allows Kannapolis to annex property more than three miles from its contiguous boundary.
