During the mid-20th century, the Black Bottom neighborhood in West Philadelphia was a vibrant, predominantly Black community. In the 1950s and 1960s, urban renewal policies and university expansion projects led to the displacement of thousands of residents. Homes, businesses, and community institutions were demolished to make way for new development tied to the expansion of the University of Pennsylvania and surrounding institutions.

Many former residents and community advocates argue that these actions caused lasting economic, social, and cultural harm. Families were forced to relocate, generational wealth opportunities were lost, and a historically significant neighborhood was erased.

Today, the legacy of this displacement remains an important issue for many community members, scholars, and students who believe that acknowledgment and meaningful remediation are necessary steps toward justice.

We, the undersigned, call on the University of Pennsylvania and the City of Philadelphia to formally acknowledge the displacement of the Black Bottom community and to explore meaningful reparative actions for the families and communities affected by these past policies.

This may include:

• Public acknowledgment of the historical displacement
• Community investment initiatives
• Educational and historical recognition of the Black Bottom neighborhood
• Dialogue with affected families and community leaders regarding potential restorative measures

We urge both institutions to engage transparently with the community and work toward addressing the lasting impacts of these historical actions.
