Reform Child Support Collection and Enforcement - Mother's Day to Father's Day - Custodial & Non-custodial Parents - Deadbeat Parents
Since 1985 several laws have strengthened the methods for enforcing child support obligations in the United States. Some of these methods are wage withholding, suspension of driver's, professional and recreational license, denial of US passport application, intercepting tax refunds and lottery winnings. Despite these measures, billions of dollars in past support are owed in child support and this staggering amount continues to skyrocket.
This petition seeks a complete reform of the child support collection and enforcement system.
Only 39% of non-custodial parents pays “some form of child support”. Child support enforcement can be a nightmare and the failure of non-custodial parents to pay support results in substantial losses to custodial parents, whether it be in wages lost for court appearances to enforce support, interest charges for late utility payments, car payment or mortgage payments because the support check does not arrive on time or not at all. Those arrears amount to an involuntary interest free loan to the non-custodial parent by the custodial parent. This creates a very unbalanced situation, where ultimately the children are suffering.
Custodial parents should not be denied prosecution at the state or federal level. They should not have to go to court time and time again to get their child support orders enforced. They should not have to prove and justify their case over and over again. Unfortunately the ones who really suffer are the children. We need a better system and we have one ready to propose to Congress.
We are a voice for the children. Children have a fundamental right to be cared for financially by both parents and no child should go to bed hungry in America. We help people all over the world (Thailand, Haiti, Chile,….) and we should, but we owe it to the children in America to take proper care of them as well.
We need a united nationwide enforcement system "UNES" TM that will provide "Zero Tolerance for Deadbeats" TM and has the real power to guarantee that our children are provided for by both parents. Our solutions would save time, money and effort for the government and end this national scandal. We are requesting that you, Mr. President, direct the creation of a Commission with our imput which will explore these solutions and find ways to bridge the gap between the law and its enforcement.
We know you have a bill pending (S.1309) in Congress , Mr. President, but unfortunately it is just another band-aid without real solutions and while some aspects are positive, some will make the situation much worse. We want real and swift reforms. This can no longer wait. Let the National Child Support Foundation guide your steps for real reforms.
