Association of Indian Oilfield Service Providers (AIOSP) is an association formed by the Indian oilfield service providers who are controlled and originated by Indian persons. The association’s goal is to create an industry group of strong and capable Indian oilfield service providers so that Indian Exploration & Production companies can give sourcing preference for their requirements from members of this association.
The recent announcements by the Government of India and the Hon. Finance Minister related to the new public procurement policy where no global tenders will be allowed below INR 200 Cr. is a very supportive policy for the Indian equipment and service providers. However, there are several challenges faced by the Indian equipment and service providers, which if left un-addressed, will create hurdles in the actual implementation of this policy on the ground.

Based on the feedback received by several Indian oilfield service providers, the association decided to create this petition to consolidate these responses and approach the government for appropriate resolution. This petition is developed for submission to the Ministry of Petroleum and Natural Gas (MoPNG), the Directorate General of Hydrocarbons (DGH) and the MSME ministry to help policymakers to understand and address challenges faced by the Indian oilfield service providers.

The petition is an effort to describe:
a) The challenges faced by the Indian oil and gas service providers,
b) Proposal to help address these challenges.

The association acknowledges the vision of the Government of India, the Finance Ministry, MoPNG and DGH to allow the Indian services sector to grow and flourish into strong global brands which ultimately will help deliver the Hon. Prime Minister’s Atma-Nirbhar Bharat.

The association would also like to acknowledge the Indian oilfield service providers for creating this association and helping put this petition together.

To make Atma-Nirbhar Bharat vision work effectively for Indian oilfield service providers including Indian MSMEs, there needs to be a few changes to the tender conditions and tendering approach of government and PSU procurement for requirements qualified under the new procurement policy.

Some of the challenges and suggested changes are stated below. For smaller amount tenders, the basic intent behind the design of the tender needs to be revised to suit for Indian suppliers and MSMEs.

Typically, the PSU requirements tend to be consolidated into bundled services or integrated services making them unsuitable for Indian providers and MSME sector and only suit big global vendors whereas the ones that are not bundled, the tender conditions are not suitable for the Indian service providers especially MSME’s.

With this petition, we are providing our support for a list of changes requested in the policy for better implementation of the newly announced public procurement policy for PSU tenders below INR 200 Cr. The requested changes should be focused on providers which are Indian origin and controlled by Indian resident persons (more than 51% equity owned by Indian Persons) with special provisions for Indian origin and owned MSMEs and start-ups.
