Open Letter from MENA Women Activists

The United Nations is preparing to hold the 61st Session of the Commission on the Status of Women (CSW), a platform that provides space to a comprehensive review of the situation of women’s rights in all countries. Women from the Middle East and North Africa (MENA) take this opportunity to amplify their voices and influence international policies to promote equality and gender justice in their countries.

However, the recent executive order that the newly appointed president of the United States issued to ban citizens of 7 countries, including Iraq, Iran, Libya, Somalia, Sudan, Syria, and Yemen, from entering, has complicated the participation of women from these countries, and deprived them from opportunities to present their issues and concerns. This also hindered the women from these countries to coordinate with other fellow women from the region and the globe to work towards ending armed violence in those countries and combating discrimination against women.

We consider this order to form basis for racism against nations that are systematically marginalized and are least developed. We also consider this as an offense against the United Nations, as participation in UN hosted events becomes restricted by these measures, imposed by an administration that fails to understand its legal commitments towards facilitating the participation of civil society delegates from all countries, specially those coming from fragile states.

Although the American Judiciary System suspended this order, however, we still fear more similar orders will be issued, that will affect the United Nations’ mandate and its role in supporting participation of the civil society organizations, including women rights organizations.

As such, we condemn the recent US administration’s orders, and we call on the UN to condemn those policies, and to take the necessary measures to facilitate the participation of civil society delegates at all related UN events, as well as, ensuring a safe space for participation.

تستعد هيئة الامم المتحدة لعقد الدورة الحادية والستين للجنة وضع المرأة، التي سيجري فيها استعراض شامل لما آلت عليه أوضاع النساء في جميع دول العالم ومؤشرات وصولهن إلى حقوقهن. وتعمل النساء الناشطات في منطقة الشرق الأوسط وشمال افريقيا للاستفادة من هذه الفرصة السنوية لإعلاء أصواتهن للتأثير على السياسات الدولية من أجل تحقيق المساواة والعدالة الجندرية في بلدانهن.

الا ان قرار الرئيس الامريكي الجديد القاضي بمنع دخول مواطني ومواطنات سبع دول، تشمل العراق وإیران ولیبیا والصومال والسودان وسوریا والیمن، قد عقّد سبل المشاركة الفاعلة للنساء من هذه البلدان، وحرمهن من فرصة طرح قضاياهن ومعاناتهن الشديدة، كما حرمهن من إمكانية تنسيق الجهود مع زميلاتهن، من المنطقة ومن العالم، من أجل إنهاء النزاعات المسلحة في هذه البلدان ومن أجل مكافحة التمييز والعنف ضد النساء عامة، وفي منطقتنا خاصة.

إننا نرى في هذا القرار نزعة عنصرية ضد شعوب جرى تنميطها على أساس من التعالي والإقصاء الممنهج للشعوب الأقل حظا في التنمية، كما نرى فيه إساءة للأمم المتحدة التي أصبحت المشاركة في فعالية من فعالياتها رهينة قرارات سلطة تناست أن استضافة الأمم المتحدة في بلدها يرتب التزامات قانونية عليها، وفي مقدمتها تسهيل مشاركة وفود المجتمع المدني من جميع دول العالم، خاصة من الدول التي يعاني بناتها وأبناؤها من ظروف معقدة.

وعلى الرغم من أن القضاء الأمريكي قد أوقف العمل بهذا القرار إلا أننا نخشى من قرارات لاحقة مشابهة، يمكن ان تؤثر على فعالية الأمم المتحدة وعلى تعزيز دورها في دعم مشاركة منظمات المجتمع المدني، ومن بينها المنظمات النسوية، في صناعة القرارات الدولية.

وعليه، فإننا ندين، إجراءات الإدارة الامريكية الجديدة، ونطالب الأمم المتحدة بأن تدين هذه السياسات، وأن تتخذ الإجراءات اللازمة لتسهيل مشاركة وفود المجتمع المدني في الفعاليات الأممية كافة، ولتوفير بيئة آمنة لمشاركة المنظمات المدنية.
