There is no requirement for recognition of local councils in the Australian Federal Constitution because they are a State instrumentality.
The claim for this recognition is by those who want to centralise all government under the Commonwealth in Canberra so they can directly fund local councils and thereby undermine and remove State governments.

We, the undersigned, let it be known that it is our Will that there not be a referendum held to gather support for recognition of local councils in the Commonwealth Constitution as the referendum is designed to undermine The People by removing the individual States of the Federation.
When there is bipartisan support for referendums the record shows that The People will pass it. Frightening that The People cannot see behind the curtain.
