Three employees of Douglas N. Higgins, Inc. ("HIGGINS"), died in Key Largo on Jan. 16, 2017 as a result of toxic inhalation of deadly gases. OSHA completed its investigation and found that HIGGINS had committed 10 serious safety violations that would have saved these men's lives had they been in place.
OSHA found that HIGGINS had no safety equipment, no hazard program for employees, and failed to provide any safety training regarding confined spaces, an ultra hazardous activity.
HIGGINS was previously warned and cited by OSHA in 2002 for failing to have safety training, failing to have a rescue plan, and not using safety equipment, the very same violations that killed these men in 2017.
Monroe County has paid HIGGINS over $3,000,000.00 in tax payer monies for various public projects throughout the Florida Keys, not to mention millions of other public jobs paid by Miami-Dade, Broward, and Collier Counties.

We, the undersigned, call on the Monroe County Board of Commissioners and all government agencies to stop awarding contracts to DOUGLAS N. HIGGINS, INC., as they make the men and women of this community unsafe. We ask that you stop using tax payers dollars to fund companies that have a history of OSHA safety violations. We, the undersigned, value people over profits and it is time the government only award contracts to companies that have a safe work history.
