WE the undersigned Citizens of The Village of Mount Pleasant affirm:
That WE strongly OBJECT to the rezoning request AND to the proposed amendments to the 2035 land use plan and attendant remapping changes as submitted by Tom Haman , Applicant; 4526 Northwestern I LLC, Owner.
That as a guiding principle, the construction, development and operation of a Gas station, Drive-Thru Restaurant, Mini-mall or similar Commercial enterprises in or around the intersection of STH 31 & STH 38, would be blatantly inconsistent with the long standing Residential character of the surrounding neighborhood, sufficient to raise concerns over "spot zoning" practices that would seemingly indicate a woeful failure to provide for the continuing full use and enjoyment of neighboring properties(rights clearly protected by Wisconsin SS & Racine County Zoning Ordinances) due to the foreseeable consequential ongoing negative impact to the neighborhood from: Noise, Traffic congestion, Litter, Far reaching illumination of the night sky, Disruption from increased police & emergency vehicle sirens & activity, Noxious odors, Damage to the adjoining "Primary Environmental Corridor" and the introduction of Personal Safety and Security risks to the local residents from the persistent presence of a foreign population that the proposed commercial development would impose.
Therefore, WE respectfully petition THE Mount Pleasant Village BOARD to vote NO to the rezoning request AND to the proposed amendments to the 2035 land use plan and attendant remapping changes as submitted by Tom Haman , Applicant; 4526 Northwestern I LLC, Owner.

This letter is to bring to your attention the planned rezoning and commercial development in your neighborhood. The project involves numerous properties located to the North and East of the intersection of Hwy's 31 & 38 in the Villages of Mount Pleasant and Caledonia. Currently, the plan is to build a drive through restaurant, an all night gas station, a parking lot for some 68 vehicles in addition to some plans referenced for the construction of a mini-mall, convenience store or other small business entities in the proposed complex.
The best information we have at this time, indicates that these are the properties to be incorporated into the 2035 land use plans by the two respective Villages:

The extent of the Mount Pleasant planned development can be viewed by clicking the “2035 Master Plan" check-box under the “CDP” tab at the top-right of the page. We need to recognize that our Village has already set aside areas specifically for this type of business development if we want that tax revenue. Those business centers would welcome the inclusion of these new members, to attract additional traffic and consumer dollars to their own enterprises.
We should also acknowledge that the proposed services are already largely available within a miles distance in two directions from the planned commercial site location, so there is no need for these redundant services here amongst our homes. The only mandate for the proposed construction and commercial development to be here, is to enrichen the business owners residing in Greedale and their affiliated corporate interests.
With respect to the negative neighborhood impacts from the proposed development, the inevitable depreciation of property values would be among the most severe.
Additionally, some of the farther reaching consequences from this commercial intrusion include:
An endless blight of litter from sandwich and candy wrappers, beverage containers etc. discarded on-site, as well as being tossed from moving vehicles at Hwy speed & blowing down the road & into your yards.
Additional business traffic that will create considerable congestion in the vicinity of the Hwy 31/38 intersection during meal times - especially, causing delays as well as the additional Hwy noise & traffic created from people who normally wouldn't frequent these routes now driving out of their way to get gas or "a Culvers".
As it is, even with the Hwys being widened, we still have periods during the night and weekends of relative quiet, which will soon become a casualty to commercial development in the name of “progress”.
The glare from the flood lights in the parking lot will be seen to obscure the stars in the night sky for miles around. Pilots often use such lights for night navigation.
The combined area for the above properties totals ~13.5 acres which would make it the predominant feature in our neighborhood. Please notice that a substantial portion of the properties involved are wooded parcels adjoining a wildlife area and protected wetlands, that will now be compromised by deforestation for this development. This is a particularly serious consequence, as we have deer, birds and all manner of furry critters that rely on these woods for their very survival, to say nothing of the environmental impact generally.
If you object to this commercial complex being built in our neighborhood, the matter will be largely decided at the UPCOMING Caledonia BOARD MEETING on Mon, JAN. 20th at 7pm in the Caledonia Village Hall, 5043 Chester Lane (1 block E of 4 mile rd & Douglas ave.), so PLEASE ATTEND TO DEMONSTRATE YOUR SUPPORT for this petition and to voice your objection. If we are to persuade the board to deny this rezoning, it will take a show of strength in numbers, so we REALLY need you, your neighbors and family members there ;) Please note that should the rezoning application before the Caledonia Board pass, The Mt. Pleasant Board will most likely give its approval to secure the appropriate rezoning and permit rights for the additional land and parking area(s) needed for this development, at a date & time yet TBD(if at the time of this publication it's even still required).
We also encourage you to call each of the following board members personally, to let them know of your objections. Nothing is as persuasive as direct personal contact, but if you can't find the time, sending them an email is also constructive. Whatever you can manage would be great!
