Dear Board Members,
It is my understanding that a parole hearing will be held in the fall of 2008 to determine the fitness for release to parole, the murderer Melvin Hemphill, convict# D-98516.
I am writing to expressmy strong opposition for release of this serial predator into any community. Hemphill was convicted of the murder of Robert P. Campo, Jr. in 1988 and was sentenced to 15yrs to life, on 9/29/88. A few days after the kidnapping and murder of Robbie, Hemphill was again arrested for kidnapping and assaulting a 14yr old.
All of this was done while Hemphill was on probation for 15yrs for a kidnapping and assault in Cleveland, Ohio. In addition, Hemphill was already on probation for sexual assault in Los Angeles and had outstanding arrest warrants in Pomona, Ca., San Francisco, Ca. and still has an outstanding arrest warrant in Cleveland, Ohio.
Hemphills previous heinous criminal history of kidnapping, assault, burglary, sexual assault and murder indicate his totally depraved attitude toward society and young people in particular.
Justice demands that he serve his full sentence of LIFE IMPRISONMENT and that he NOT be released to once again be a predator upon children, young adults and the community as a whole.
The Board can best serve and protect our society from violence by retaining those like Hemphill who committ violent crimes and exhibit depraved indifference to human life.
I urge you Not to release Melvin Hemphill. He is a repeat felony offender who will murder again.
