The petition is explained as below:
1) The Economic Impact relief Fund has been instituted by an Act of Congress in a Bipartisan move, NOT by any Executive Order!
2) In EVERY Sense it is UNETHICAL to attach personal memo or Name on the checks because the use of Public Office to Promote Election Agenda is UNETHICAL and should be PROHIBITED BY AN ACT OF CONGRESS for current & All times!
The People of America will not allow opportunistic tendencies to be carried out from the Public Offices!
3) POTUS office is a PUBLIC Office, NOT a PRIVATE, PERSONAL FAMILY ORGANIZATION and the Citizens are NOT an Employee of the Office of the POTUS.

CALL TO ACTION:
We the PEOPLE of THE UNITED STATES OF AMERICA call on the Congress:
1) To PROHIBIT, via IRREVOCABLE Legislation which CANNOT BE Superseded or modified in ANY / ALL Circumstances; The Office of The POTUS; current & future, from adding Personal Name or Memo with a general underlying intent of "Re-Election Campaign Publicity Stunts".
2) To PROHIBIT, via IRREVOCABLE Legislation which CANNOT BE Superseded or modified in ANY / ALL Circumstances; The Government Agencies within the National government structure from PANDERING to IRRATIONAL & UNAPPROVED by Congress, the requests, from The EXECUTIVE branch with an underlying intent to gain entry into personal good books for claiming future paybacks via any means/form.
The Intent of Legislation should be to PROHIBIT ALL Government Agencies from Pandering to Irrational requests from Executive branch. These legislation should be IRREVOCABLE and MUST survive the TEST of Time!
Persona Net worth of the Heads of Agencies to be monitored for the rest of their natural lives in order to judge the "kickbacks" received from the Executive Branch as a result of their Pandering activities.
