The City of Barrow Council introduced Ordinance 08-2016 at a duly convened meeting on August 12, 2016. The ordinance approved changing the name from the City of Barrow to the City of Utqiaġvik. At a subsequent, duly convened and properly noticed meeting and public hearing held on Aug. 25th, the City Council approved the ordinance.
This approval authorized the question to be placed on the ballot for a vote of the public on Oct. 4, 2016. The City of Barrow Council certified the election on Oct. 10, 2016 certifying the passage of the ordinance to change the name to the City of Utqiaġvik. No person or entity submitted, in writing, grounds for contesting the election as required in Ordinance 2.36.240.
Further, no person or entity commenced any action within the ten-day period following the certification effectively making the election results "conclusive, final, and valid in all respects. (Ord. 2002-04 Section 2(part)"
We, the undersigned, call on the City of Utqiaġvik Mayor Fannie Suvlu and the City of Utqiaġvik Council members to honor and uphold the vote of the people on the proposal to change the name of the City of Barrow to the City of Utqiaġvik held on October 4, 2016.
