In 2006, several members of the Russian-Speaking community of Greater Philadelphia started the process of opening of a community bank in the Greater Philadelphia area, the RIGHT Bank.

The goal behind the creation of this bank was to serve the needs of the multicultural community of Greater Philadelphia by offering banking services tailored to meet the needs of the community, including customer service in native languages, providing better access to credit, and educating customers about the American banking system. During the uneasy times of recession, RIGHT Bank is planning to create new work places and support community non-profit initiatives.

RIGHT Bank obtained the approval from the Pennsylvania Department of Banking in 2008; however, the Federal Deposit Insurance Corporation (FDIC) has still not granted approval of RIGHT Bank’s application for deposit insurance. As a result, RIGHT Bank cannot open to the public.

We, the undersigned, are applying to the U.S. Senators and Members of the U.S. Congress, representing various districts of the Greater Philadelphia area in Washington, D.C., for help in obtaining the federal regulatory approval for RIGHT Bank (in organization).

The diverse community of the Greater Philadelphia area needs this bank because:
- constituents in the area who are otherwise not adequately served by other banks, due to cultural and language barriers, especially the elderly, will get the access to necessary services;
- constituents in the area will get additional access to credit that large banking institutions are not willing to provide; and
- new workplaces will be created in the area without government funding.
