On March 20, 2009 at approximately 5:00 p.m. our sweet lellow cat was murdered by our neighbor when he wandered into their yard. The man hit him over the head with a 2x4 while my child, her friends, and the nieces to the murderer watched.
The police were called and he was charged with cruelty to animals. I was told he would receive a fine. It is only a misdemeanor in the state of Ohio. This has to change! We need stronger laws concerning this. This is a major problem! We have to live next to this person!
It is proven that most serial killers start killing by preying on innocent animals first. I believe these people should serve time for this and I believe they should have to receive mental help.
We, the undersigned, call on you, the lawmakers of this country to enforce stricter penalties on those who commit animal cruelty to any animal.
All abuse should be investigated and proper procedures should follow. Depending on the severity of the case they should be penalized to the full extent of the law.
