Bring Fiber To The Homes for areas that don't receive the minimum broadband standard. The Federal Communications Commission increased the minimum broadband standard from 4 Mbps download and 1 Mbps upload speeds to the current 25 Mbps/3 Mbps. Windstream offers only the following 3,6,12,16 Mbps. As of 2015 the minimum is supposed to be 25 Mbps, which is clearly far more faster than what windstream offers.

Back in 2015, the Federal Communications Commission has voted to change the definition of broadband by raising the minimum download speeds needed from 4Mbps to 25Mbps, and the minimum upload speed from 1Mbps to 3Mbps, which effectively triples the number of US households without broadband access. Currently, 6.3 percent of US households don’t have access to broadband under the previous 4Mpbs/1Mbps threshold, while another 13.1 percent don't have access to broadband under the new 25Mbps downstream threshold. Windstream should put fiber optic in place in order to meet and exceed the minimum Federal Communications Commission broadband speeds.
