Anyone who wishes to register a new vehicle in Singapore must first obtain a Certificate of Entitlement (COE), in the appropriate vehicle category. A COE represents a right to vehicle ownership and use of the limited road space for 10 years.

At the end of the 10-year COE period, vehicle owners may choose to deregister their vehicle or to revalidate their COEs for another 5 or 10-year period by paying the Prevailing Quota Premium (PQP).

Vehicle owners would have to pay the full PQP in cash if they choose to revalidate their COEs, which is very costly especially for the lower and middle income owners.

Apart from needing the vehicle for work purposes, there are also vehicle owners who really need their vehicles for family commitment such as ferrying their young children and their elderly parents on a regular basis.

Certificate of Entitlement (COE) prices are still very high and it is also very costly to revalidate the COEs by paying the full amount in cash upfront.

If the vehicles are not revalidated upon reaching the 10 years COE validity period, the vehicles would have to be scrapped or exported to another country.

With technological advances, vehicles manufactured within the last decade should comply with high standards, so safety should not be an issue if the owners maintain and service their vehicles regularly.

As such, thousands of vehicle owners and the undersigned, call on the Transport Ministry to highly consider extending the COE validity period to at least 12 to 15 years, instead of the current 10 years for vehicles manufactured on or after 2005.

It is really such a waste to scrap or export a 10-year-old vehicle that is still safe and reliable.
