Petition to Enact the “Sovereignty of the Womb” While Advocating "Personal Procreation Responsibility" (PPR)

Concerning Roe vs Wade, Affiliated Texas and other Related State Laws, and the Abortion Issue, This can be resolved at the Federal level simply as follows. This is not meant to be any moral or ethical solution, but a legal and political one that lets us stop wasting time, money and energy and get onto solving more important issues.
One step more, is to instruct the Department of Education to broaden the guidelines on sexual education, stressing personal procreation responsibility more than just the mechanics. Then the whole abortion concern, with the exception of rape and incest, never appears. This can be expressed with three simple rules as follows:
1. To Men: Take nothing not offered.
2. To Women: Offer nothing you do not want taken.
3. To Both: You are undertaking an adult action and so practice Personal Procreation Responsibility (PPR). Every time a man and a woman get together it is a threesome. There is what the man wants, there is what the woman wants, and then there is what the candidate unborn desires. Remember the concerns of the candidate unborn: “If you are going to be my father and you my mother, with the both of you capable and willing to raise me on love and give me a decent start in this world then Count Me In! Otherwise please take the pill, please wear the rubber and Leave Me Out! Don’t be so selfish and absorbed with your own desires as to force me into a world where I will not be loved, guided and cared for!

This petition is made to the Congress of the United States (for enactment) and as well to the United States Supreme Court for judgement on matters concerning Roe vs Wade, Affiliated Texas and other Related State Laws, and the Abortion Issue. Enact a “Sovereignty of the Womb” law granting every adult woman absolute sovereignty over reproductive issues within her own body. Then only in the event of a live birth, effectively a "border crossing" do our nation's laws apply.
