Melrose home owners and business owners whose properties reside in the flood plain are required to purchase flood insurance from FEMA.

FEMA designates a portion of these funds for grants for towns to fund projects that will lessen or eliminate flooding.

Melrose received $1.75 Million from FEMA to fix the flooding around the Ell Pond.

Melrose home owners and business owners whose properties reside in the flood plain pay property taxes to the Town of Melrose, MA.

In addition to the FEMA $1.75 Million grant, Melrose spent $1 Million of tax payer funds to fix the flooding around Ell Pond.

The Ell Pond Project has been a success.

City Engineer Robert Beshara said "the system worked almost flawlessly"

Director of Melrose's Emergency Management Agency Ed Kelly noted that after the Ell Pond Project was completed "much smaller areas and only scattered depressions near Ell Pond were flooded to much lower depths ... Now that's a success story."

However, Melrose home owners and business owners whose properties reside in the flood plain ARE PAYING EVEN MORE FOR FLOOD INSURANCE!

They are being charged new higher rates based on the old flood maps which DO NOT REFLECT THE CHANGE IN THE FLOOD PLAIN DUE TO THE SUCCESS OF THE ELL POND PROJECT.

As a result Melrose home owners and business owners whose properties reside in the flood plain ARE GIVING MONEY TO FEMA THAT SHOULD BE SPENT AT LOCAL MELROSE BUSINESSES.

In addition, the property values of these homes and businesses are LOWER because they are INCORRECTLY designated as subject to flooding.

This petition asks that Mayor Robert J. Dolan and City Engineer Andrew Street finish the Ell Pond Project by documenting its success for FEMA so that MELROSE DOLLARS ARE SPENT IN MELROSE!

We, the residents and business owners of Melrose, MA, whose properties lie within the flood plain, petition Mayor Robert J. Dolan and City Engineer Andrew Street to designate funding for a Hydrology and Hydraulics Analysis and new mapping of the Ell Pond flood plain in order to document the already acknowledged successful mitigation of flooding as a result of the $2.75 Million Ell Pond Project.

Further, the residents and business owners of Melrose, MA, whose properties lie within the flood plain, petition Mayor Robert J. Dolan and City Engineer Andrew Street to submit a Letter of Map Revision (LOMR) to FEMA documenting the Hydrology and Hydraulics Analysis and new mapping with the intent of having the Flood Insurance Rate Maps updated to show the smaller flood plain resulting from the successful mitigation of flooding as a result of the $2.75 Million Ell Pond Project.
