Washington State is more culturally diverse than most states. Laws that seem appealing to voters in one part of the state may be unfair and onerous to voters in another part of the state, and those votes in the former part of the state may be based in large part on ignorance of how the law would affect residents of other parts of the state.

Statewide laws should have at least 50% support in all of the major cultural regions of the state. Regions that want laws not supported by other regions can make their own laws at the county level.

Dividing the state into the following 4 "Cultural Regions", and requiring a minimum of 50% support in each region for the law to be enacted, will prevent undue influence of some regions over others:

-- "West" (San Juan, Island, Clallam, Jefferson, Kitsap, Mason, Grays Harbor, Pacific, & Wahkiakum counties)
-- "North Central" (Whatcom, Skagit, Snohomish, King, Pierce, & Thurston counties)
-- "South Central" (Lewis, Cowlitz, Clark, & Skamania counties)
-- "East" (Okanogan Chelan, Kittitas, Yakima, & Klickitat counties, and all counties to the east of them)

For a new law or referendum to pass, it must have at least 50% support of the state legislators, or at least 50% of the vote, in ALL FOUR of them.

These boundaries aren't ideal, but they will prevent counties that differ from each other the most from exerting undue influence on each other.

We call for ballots in Washington State to allow voters to vote on whether to divide Washington State into the following four "Cultural Regions", and that for a new law or referendum to pass, it must have the support of at least 50% of the state legislators, or have at least 50% of the vote, in ALL FOUR of them:
