Regulation 10.34 determines that it shall be unlawful for any person to use or explode any firework in any building or on any public thoroughfare, or on any public place or resort, except with the prior written permission of the local authority.

Regulation 10.35.1 determines that no person shall operate a public display of fireworks on any premises without the written permission of the Chief Inspector of Explosives. The permission may be given subject to certain conditions.

In terms of Regulation 10.39 it is an offence for any person to commit a breach of the abovementioned Regulations.

Mangaung have NO By-Law on fireworks.

This petition follows the bizarre number of fireworks set off over New Years, without any regard for designated areas.

Furthermore, even if fireworks are limited to designated areas, sound travels causing turmoil to animals and humans alike.

There is also the danger of fires starting, in ""Green Areas".

As is the case in other international capitals, such as Funchal, Madeira, setting off fireworks is a special tourist attraction, limited to New Years Eve, arranged by the Department of Tourism, limited to 9 minutes and set off out at sea.

In this manner, funds are raised, those that feel the need to see fireworks are catered for, with minimal disadvantage and danger to animals, humans and the environment.

Enough is enough!

We, the undersigned residents of Mangaung, petitioned our Mayor, Olly Mlamleli, to ban the setting off by and sale of fireworks to individuals in our city.
