There are 2 cities in the state of Wisconsin that have implemented a city ordinance against Bullying. Monona, WI implemented an ordnance 5 years ago. After the first incident a warning from the police department is issued to the parents of the child doing the bullying. The 2nd incident fines the parents more than $100. In the 5 years, the Police Chief stated that they have written many warnings but have not issued one ticket. It's working! Shawano, WI has also implemented a similar city ordinance. Their Police Chief has also stated that they have written 3 warnings and not one ticket. Their ordinance is similar to Monona's, first incident is a warning, the 2nd incident in one year fines the parents $250-$500.

This petition is requesting that Janesville, WI's City Council implement an ordinance against Bullying.
BULLYING - A form of harassment and is defined as an intentional course of conduct which is reasonably likely to intimidate, emotionally abuse, slander, threaten or intimidate another person and which serves no legitimate purpose.

After the first incident a written verbal warning would be issued to the parent of the child doing the bullying. The 2nd incident in that school year would fine the parents x amount of money, with a possibility of community service.
