A petition has been submitted to the Ossining Town Board by Glenco Group LLC for the rezoning of the Stony Lodge Hospital property located at 40 Croton Dam Road, Ossining, NY 10562. Subject property and surrounding neighborhoods are currently zoned for One Family Residences. Multi Family dwellings are not a permissible use in the immediate and surrounding districts. Said application is requesting that the subject property be rezoned as to a newly proposed MF-2 zone (high density multifamily residential) for the purpose of building 188 "luxury" residential rental units on the property, No such multi family zone currently exists in the Town of Ossining (or on the zoning map), let alone the area in question. Applicant's proposal is inconsistent with the Town of Ossining Comprehensive Plan and an approval of this proposal and zoning amendment will be for the exclusive benefit of one single developer or property owner. Rezoning as proposed will constitute unlawful "spot zoning".

A building of this magnitude will completely change the character of the immediate and surrounding neighborhoods, and said zoning amendment will set a dangerous precedent for similar future development throughout the town of Ossining -- breaking the fabric of our community. The Town's Comprehensive Plan recommends a "limit [on] the amount and intensity of land use development to levels which minimize traffic congestion on area roadways...". This proposal is in direct contrast to that recommendation.

Citizens of this community are gravely concerned about the additional traffic congestion and safety concerns that will result if said project comes to fruition. This sort of reckless development will further impact the ailing infrastructure of Ossining, including but not limited to its water treatment/sewage system, its underfunded and already overcrowded public school system and congested roadways, to name a few.

This project is entirely inconsistent with the surrounding area and will result in numerous adverse environmental, aesthetic, economic and community character impacts that simply cannot be adequately mitigated.

Please support this Petition in Opposition to the proposed zoning amendment and Applicant's proposal for a high density multi family residential rental project to be shoehorned into a single family residential zone. Thank you for your support!

We, the undersigned, having been apprised of the Rezoning Petition and Site Plan filed by Glenco Group LLC and Stony Lodge Hospital, Inc., to redevelop the Stony Lodge Hospital Property located at 40 Croton Dam Road, Ossining, NY, oppose Applicant's proposal for a zoning amendment to the proposed MF-2 zone, and the development of 188 residential rental units or any multi family development, on the subject property. We hereby NOTIFY AND INFORM the Town Board of the Town of Ossining that we object to the rezoning and land development proposal of Glenco Group LLC.

We respectfully request that you reject the petition from Glenco Group LLC and Stony Lodge Hospital, Inc. filed with the Town Board on November 5, 2015.
