Mr. Hu Jintao, President of the People's Republic of China

The Nobel Peace Prize Ceremony, scheduled for Dec. 10, will likely be held without the guest of honor or anyone from his family to represent him.

As the day of the Nobel Peace Prize ceremony draws near, we the undersigned urge you to release the Prize's imprisoned winner, Liu Xiaobo, to receive the award. If your government refuses to do so, we beseech you to at least allow his wife Liu Xia, or another family member, to travel to Oslo to accept the award on his behalf.

Preventing the travel of citizens like Liu Xia under any circumstances is a gross violation of fundamental rights, but specifically banning travel to receive the Peace Prize award shows blatant disrespect for the universal values of peace and human rights.

The granting of the award to Liu is a great honor for China and all of its citizens. If Liu's wife and family are not permitted to leave the country however, it will be the first time in the history of the Nobel Peace Prize's century-long existence that no one will be present at the ceremony to accept the award. This would be a shameful stain for China.

Please allow this most esteemed award ceremony to take place, as it historically has, by allowing Liu Xia to travel to Oslo in the name of her husband.
