Yes, you might say innervating locket was overpowered for some heroes, but that doesn't justify removing the most fun item from the game. You can nerf it.
You can nerf the heal portion of it, so it can only be used by support characters. You can nerf it so hard that it won't even be worth to buy, but still available for the people that loved and love it!
